KEIZER, Ore. — A third suspect connected to the February shooting at Keizer Station has turned himself in, according to the Keizer Police Department.
On Friday, May 15, 2026, at approximately 10 p.m., 22-year-old Anthony Lee Taylor-Manriquez surrendered at the Marion County Jail in connection with the investigation. Detective Tim Lathrop responded to the jail and served authorized search warrants to collect forensic evidence related to the case.
Taylor-Manriquez was booked into the Marion County Jail on charges of first-degree assault with a firearm, unlawful use of a firearm, criminal mischief, and reckless endangering.
Police had previously identified Taylor-Manriquez as the final outstanding suspect following the arrests of two other Salem men earlier this week.
In the early morning hours of May 15, Keizer police officers, assisted by Salem Police SWAT, served a search warrant at an apartment in the 1600 block of Madras Street Southeast in Salem. During the operation, 20-year-old Ethan Adrian Armenta-Lagunas was arrested on charges including first-degree assault, unlawful use of a weapon, first-degree criminal mischief, and recklessly endangering another person. Investigators said several firearms were recovered from the apartment.
Later that same morning, officers with the Keizer Police Department and deputies from the Marion County Sheriff’s Office arrested a second suspect, 18-year-old Gabriel “Alex” Javier, in the area of Monroe Avenue Southeast in Salem. He faces the same charges.
The arrests stem from a February 9 shooting near the intersection of Keizer Station Boulevard and Ulali Drive Northeast. Investigators said a Salem family of four had just left the In-N-Out Burger at Keizer Station around 10:15 p.m. when gunfire erupted. The family’s vehicle was struck multiple times, shattering windows and seriously injuring the driver with a gunshot wound to the head. Authorities said the injury was not life-threatening.
The injured driver managed to reach the Keizer Fire District station, where he received initial medical attention before being transported to Salem Hospital. Detectives later learned of a second victim who arrived at the hospital with serious but non-life-threatening gunshot wounds to the leg.
Police said detectives spent hours collecting physical and digital evidence to identify those responsible.
A second, unrelated shooting occurred several hours later at approximately 3:15 a.m. on February 10 near Hops & Drops Restaurant at Keizer Station. Officers responded after receiving reports that a man armed with a handgun threatened a Sysco delivery driver and then fired multiple rounds into the delivery truck.
Police later arrested 42-year-old transient Keith A. Winans in connection with that incident. He was charged with menacing, unlawful use of a weapon, attempted burglary, criminal mischief, and initiating a false report. Investigators recovered the firearm used in the shooting near the scene.
