Sacramento, CA. — U.S. Immigration and Customs Enforcement has lodged a detainer for a Turkish national charged with sexually assaulting a 6-year-old girl at a Sacramento daycare where he worked, according to the Department of Homeland Security.
Gokhan Bagci was arrested by the Sacramento County Sheriff’s Office on Aug. 22, 2025. He has been charged with lewd and lascivious acts involving a child younger than 14. The allegations have not been proven in court.
According to an account cited by DHS, the alleged assault occurred in July 2025. The child’s mother reported that Bagci lured her daughter into a closet under the pretense of playing hide-and-seek and sexually assaulted her. He is also accused of taking the child into a bathroom and raping her that day.
ICE lodged its detainer on the date of Bagci’s arrest, asking local authorities to notify the agency before releasing him and provide ICE an opportunity to assume custody.
“This criminal illegal alien is accused of sexually assaulting a 6-year-old girl at the daycare where he worked,” DHS Assistant Secretary Lauren Bis said. Bis called on California officials to cooperate with federal immigration authorities and prevent Bagci’s release from local custody.
DHS said Bagci first entered the United States without authorization at the southern border on Nov. 21, 2023. According to the department, U.S. Customs and Border Protection arrested and released him pending immigration proceedings.
Bagci flew to Istanbul, Turkey, on Dec. 12, 2023, and subsequently reentered the United States without authorization at the southern border on Sept. 17, 2024, DHS said.
The department’s statement criticized California’s sanctuary policies and listed several unrelated cases involving immigrants accused or convicted of crimes. Those cases do not establish Bagci’s guilt or bear directly on the criminal allegations against him.
An immigration detainer is a request from ICE rather than a determination of guilt in either a criminal or immigration case. Bagci is presumed innocent of the criminal charge unless convicted.
