Portland, OR. — A fourth juvenile has been arrested in connection with the December 2025 shooting death of a Portland convenience store employee, according to the Portland Police Bureau.
Members of the bureau’s Special Emergency Reaction Team and Crisis Negotiation Team served an arrest warrant Friday, July 24, near Southeast Raymond Street and Southeast 130th Place.
Officers arrested a 15-year-old boy in connection with the death of 33-year-old Santi Ram Rai. The teenager was taken to the Donald E. Long Juvenile Detention Center and lodged on allegations of second-degree murder, first-degree robbery and unauthorized use of a motor vehicle.
Rai was fatally shot Dec. 9, 2025, while working at a convenience store in Portland’s Hazelwood neighborhood.
The latest arrest follows the February arrest of another 15-year-old boy. That teenager was lodged on allegations of second-degree murder, first-degree robbery, unlawful use of a weapon and unauthorized use of a motor vehicle.
Two other juveniles, ages 12 and 15, were arrested in Vancouver, Washington, in January. The 12-year-old was accused of first-degree murder, while the 15-year-old was accused of second-degree murder. Both also faced robbery, weapons and motor vehicle charges connected with the Portland case, along with additional firearm and stolen-vehicle allegations in Washington.
The four defendants have not been identified because they are juveniles. The charges are allegations, and the defendants are presumed innocent unless proven guilty.
