PORTLAND, Ore. — Two Portland men are facing federal drug trafficking charges after investigators say they distributed methamphetamine in and around affordable housing communities in the city.
William Andrew Fleming-Davis, 39, has been charged by criminal complaint with possession with intent to distribute methamphetamine, possession of a firearm in furtherance of a drug trafficking crime, and felon in possession of a firearm. Edward Mortenson, 55, has been charged with possession with intent to distribute methamphetamine.
According to court documents, on April 25, 2026, officers with the Portland Police Bureau East Precinct received a tip from a community member about a man allegedly dealing drugs in Southeast Portland near the Lents neighborhood. Officers located Fleming-Davis, who matched the provided description, and stopped him.
During the encounter, officers reportedly seized methamphetamine, nearly $600 in cash, multiple knives, brass knuckles, a firearm, and drug paraphernalia.
In a separate investigation earlier that month, officers assigned to the Central Precinct Neighborhood Response Team and Bike Squad received information about suspected drug activity at Musolf Manor, an affordable housing complex in Portland. Surveillance footage allegedly showed Mortenson dropping methamphetamine.
On April 29, 2026, officers arrested Mortenson after he was reportedly observed trafficking narcotics. Authorities say they seized six baggies of methamphetamine and more than $300 in cash at the time of his arrest. A subsequent search of his apartment yielded more than 370 grams of methamphetamine, along with drug paraphernalia and cash believed to be proceeds from narcotics sales.
Following the arrests, investigators contacted the Federal Bureau of Investigation to pursue federal charges.
Mortenson made his initial appearance in federal court and was ordered detained pending further proceedings. Fleming-Davis remains in custody on separate state charges.
Scott E. Bradford announced the charges. The case is being investigated by the FBI and the Portland Police Bureau, with prosecution led by Assistant U.S. Attorney Scott Kerin.
A criminal complaint is an allegation of wrongdoing, and both defendants are presumed innocent unless and until proven guilty in a court of law.
