Hermiston, OR. — The Hermiston City Council approved two resolutions at its Jan. 26 meeting advancing development of dual RV facilities at the Eastern Oregon Trade & Event Center (EOTEC), positioning the site to support major events and workforce housing.
The first resolution authorizes comprehensive plan and zoning map amendments and annexation of approximately 20 acres at 1835 E. Airport Road for a “South” RV park. With annexation into the City of Hermiston, the property can connect to municipal services and move forward with grant-supported infrastructure development. The South park is intended for long-term stays, including housing for construction workers.
The second resolution awards a construction contract for the “North” RV park located on the EOTEC campus. Designed to accommodate event-related camping, the facility will support large gatherings such as the Umatilla County Fair and the Farm-City Pro Rodeo. Council approved the contract award to the lowest responsible bidder following review of submitted proposals.
Amazon Web Services has committed $8 million toward construction of RV spaces at EOTEC in exchange for guaranteeing up to 100 RV spaces for AWS construction workers. Those workers will pay standard rental fees for occupancy.
City officials said the two-site approach allows Hermiston to address workforce housing demands while preserving flexible capacity for high-traffic regional events that generate tourism and economic activity in Umatilla County.
The investment is expected to strengthen EOTEC’s long-term ability to host large-scale events, support regional partners, and sustain economic growth tied to both tourism and industrial development.
