LINCOLN CITY, Ore. — The Lincoln City Police Department is responding to what it describes as an online conspiracy targeting a local man with threats of harassment, doxing, and violence over allegations of animal abuse and claims that law enforcement failed to act.
In a public statement, the department said it has become aware of online discussions encouraging people to reveal the man’s personal information, harass him, and commit acts of violence based on what police described as “perceived crimes against an animal” and “perceived law enforcement inaction.”
Police emphasized that officers have conducted a thorough investigation into the allegations and said no probable cause has been established to support criminal charges.
The Lincoln City Police Department noted that it contracts animal services through the Lincoln County Sheriff’s Office, working closely with deputies who specialize in animal welfare investigations.
According to the department, officers have received 21 complaints over the past nine months concerning the same individual and the care of his dog. Officials said most of those complaints came from people who had viewed online videos rather than witnessing events firsthand. Police also said several complaints were made repeatedly by the same callers, while others involved individuals with personal disputes unrelated to the dog’s welfare.
During the investigation, Lincoln City officers said they have physically examined the dog five separate times, finding no injuries during any of those contacts. The department also referred the case to Lincoln County Sheriff’s Office Animal Services on three occasions. Animal Services deputies conducted six independent investigations of their own.
In total, the department said at least 12 trained law enforcement officers from two agencies have investigated the matter. Officials stated that none of the investigations has developed probable cause to believe a crime involving animal abuse has occurred.
The department acknowledged that social media can amplify allegations and misinformation, urging residents to think critically before reacting to online content.
Police said they support the public’s constitutional rights to peacefully protest and advocate for changes in laws or regulations through elected representatives. However, the department stressed that disagreements should not lead to vigilantism or threats of violence.
The Lincoln City Police Department concluded its statement with a warning that anyone who conspires to commit violence in the community could face criminal charges and said it “will not tolerate acts of violence.”

I was also told there is no body camera footage for all incidents despite officer responses. There are numerous firsthand eyewitnesses, not just people reacting to social media. There have been multiple reports about the man being dangerous, that’s the truth. This man is known to not be safe with animals. He also creates issues with other people. It really disturbs me to see the police created a false narrative. How does that help anyone? Horrible choice.
To clarify;
People are standing up for Elyon because it’s not okay to ignore what is happening. Abuse is real and it saddens and sickens me to see LCPD response. Is their duty not to serve and protect?
Why is it okay to shield a known abusive person? LCPD you were contacted to help the situation. How is okay to ignore the reports, and those asking for your protection.
Shame on the LCPD for falsely accusing those concerned for Elyon as ‘harassment’ or a planned attack. That is an absolutely dispicable and completley false claim, opposing the intent of the facebook group created to garner Justice for Elyon.
Plain false to present those concerned as not having validity or out for other purposes. Many people are concerned and have reported. Please do your job and protect those being harmed. Elyon doesn’t deserve to face repeat abusive because LCPD has chosen to deny and ignore the issue at hand.
Elyon is abused and people are asking for your protection and help. Please do the right thing. Where is any accountability? Help Elyon and prevent this man from harming any other animals. You are aware he is deeply troubled. Why on earth would you allow this behavior to continue?
