MILWAUKIE, Ore. — The Milwaukie Police Department on Thursday acknowledged the sentencing of Loony John Franklin Toon in connection with a June 2025 incident in which shots were fired at officers during a high-speed pursuit through Milwaukie and Portland.
In a statement released May 28, police affirmed the Clackamas County Court’s sentencing decision and thanked multiple agencies that assisted during the investigation and manhunt, including the Portland Police Bureau Patrol and Special Emergency Reaction Team (SERT), Clackamas County Sheriff’s Office tactical teams, Lake Oswego Communications (LOCOM), the U.S. Marshals Service, and the Clackamas County District Attorney’s Office.
Police described the case as another example of the unpredictable and dangerous situations officers routinely face in the line of duty.
The department also released a video compilation containing body-worn camera footage, surveillance video, and dispatch audio related to the June 20, 2025 incident.
Traffic Stop Escalated Into Gunfire and Pursuit
According to investigators, the incident began around 2:45 a.m. on June 20, 2025, when a Milwaukie police officer observed a dark-colored SUV weaving between westbound lanes on Southeast Highway 224.
The vehicle stopped in the 11000 block of Southeast Oak Street, where officers contacted the driver and a female passenger. Officers identified the driver as Toon, 42, of Portland, and learned he had an active felony warrant.
Due to the seriousness of the warrant and concerns Toon might flee, officers deployed spike strips beneath the vehicle’s rear tires and positioned patrol cars in front of and behind the SUV.
Police said Toon refused commands to exit the vehicle, then suddenly placed the SUV in reverse, striking a Milwaukie patrol vehicle before fleeing the scene. The SUV ran over the spike strips and accelerated westbound on Highway 224 at speeds reaching approximately 80 mph.
During the pursuit, officers said Toon displayed a handgun out the vehicle’s window and fired multiple rounds toward pursuing officers while traveling northbound on Southeast 17th Avenue.
Authorities said no officers were injured and no police vehicles were struck by gunfire. Officers did not return fire during the incident.
The pursuit ended near the 2600 block of Southeast Tacoma Street in Portland after the SUV’s rear tires deteriorated and the vehicle came to a stop while driving on damaged rims. When officers approached, Toon had fled on foot. The female passenger remained at the scene and cooperated with investigators.
Arrested After Three-Day Search
On June 23, 2025, members of the U.S. Marshals Service, assisted by the Clackamas County Interagency Crisis Negotiation Team and SWAT, arrested Toon at a residence in the 41000 block of Southeast Vista Loop in Sandy.
Officials said tactical teams were deployed because of the severity of the charges and the possible presence of weapons. Following what authorities described as a short, nonviolent interaction, Toon was taken into custody without incident.
The arrest concluded a three-day search conducted by the U.S. Marshals Service and Milwaukie Police.
Investigators said evidence gathered through multiple search warrants and assistance from community members supported allegations that Toon fired several shots toward officers during the chase.
Toon was lodged at the Clackamas County Jail on multiple charges, including attempted murder in the first degree, attempted assault in the first degree, felon in possession of a weapon, unlawful use of a weapon, attempting to elude police, reckless endangerment, first-degree criminal mischief, and failure to perform the duties of a driver. Authorities also cited an Oregon State Parole Board warrant.
Milwaukie Police previously thanked community members who submitted information through the department’s tip line during the investigation.
