MULTNOMAH COUNTY, Ore. (MCSO) — Detectives with the Multnomah County Sheriff’s Office have arrested a 37-year-old man accused of sexually assaulting a minor, and say additional victims may exist.
James Lowry was taken into custody on Wednesday, April 15, 2026, at the Sheriff’s Operations Center, located at 234 SW Kendall Court in Troutdale, authorities said.
According to investigators, the alleged criminal conduct began in 2025 and continued into 2026. Detectives added that they are concerned there may be other individuals who have not yet come forward.
Officials noted that Lowry resides across the street from Troutdale Elementary School. Authorities emphasized that the minor identified in the current investigation does not attend that school.
Due to the severity of the allegations and Lowry’s proximity to a school, investigators have authorized the release of his booking photograph to assist in the ongoing investigation and to encourage potential additional witnesses or victims to come forward.

Authorities stressed that all charges are allegations at this stage. Lowry is presumed innocent unless and until proven guilty in a court of law.
