Central Point, OR. — The U.S. Marshals Service-led Pacific Northwest Violent Offender Task Force (PNVOTF) arrested a Central Point man in rural Alturas, California, on November 25 after tracking him across Southern Oregon and Northern California.
Larry Lynn James Sr., 64, of Central Point, Oregon, was taken into custody without incident following a traffic stop conducted by U.S. Marshals. James was wanted on a felony warrant stemming from a Southern Oregon Child Exploitation Team (SOCET) investigation into the possession of child sexual abuse material (CSAM). He is now lodged in the Jackson County Jail.
James faces six counts of first-degree encouraging child sexual abuse and four counts of second-degree encouraging child sexual abuse.
According to authorities, investigators initially traced James from Central Point to Klamath Falls before locating him in a rural area near Alturas. The Modoc County Sheriff’s Office assisted in the arrest.
The case originated on December 7, 2023, when SOCET served a search warrant at a residence in the 6500 block of Blackwell Road in rural Central Point. Investigators executed the warrant after determining that numerous CSAM images had been uploaded from the residence. During the search, law enforcement seized multiple digital devices.
Those devices were later forensically examined by the Southern Oregon High Tech Crimes Task Force (SOHTCTF), which uncovered additional evidence of child exploitation. The investigation began with a tip from the National Center for Missing & Exploited Children, followed by subpoenas and the subsequent search warrant.
SOCET is a multi-agency task force established in June 2020 to combat child exploitation. It includes investigators from the Jackson County Sheriff’s Office, Medford Police Department, the Oregon Department of Justice Internet Crimes Against Children Task Force, Homeland Security Investigations, and prosecutors from local, state, and federal agencies in Jackson and Josephine counties.
The PNVOTF includes personnel from the U.S. Marshals Service, Jackson County Sheriff’s Office, and Central Point Police Department, and focuses on locating and arresting fugitives wanted for serious crimes including sex offenses, violent crimes, and probation violations.
