DALLAS, Ore. — A Dallas man has been sentenced to 50 years in prison after being convicted of multiple sex crimes involving a child under the age of 12, the Polk County District Attorney’s Office announced.
Polk County Circuit Judge Rafael A. Caso sentenced Philip James Mancuso, 37, of Dallas, on Tuesday to 600 months (50 years) in prison following his convictions for first-degree sodomy, first-degree sexual abuse, and incest.
Earlier this month, on July 13, 2026, following a bench trial, Judge Caso found Mancuso guilty of four counts of First-Degree Sodomy, two counts of First-Degree Sexual Abuse, and one count of Incest.
Under the sentence imposed, Mancuso will serve 300 months on each of the four sodomy convictions, with two of those sentences running consecutively, resulting in the 50-year prison term. The two 75-month sentences for first-degree sexual abuse and the 30-month sentence for incest will be served concurrently.
In addition to the prison sentence, Mancuso will be subject to lifetime post-prison supervision upon his release and will be required to register as a sex offender.
Judge Caso sentenced Mancuso under the mandatory minimum provisions of Oregon’s Ballot Measure 11 and Jessica’s Law, making him ineligible for early release or sentence reduction programs.
The investigation was conducted by the Dallas Police Department, Polk County Sheriff’s Office, Salem Police Department, and the Fairfield County Sheriff’s Office in Ohio. Additional assistance was provided by the Oregon Department of Human Services Child Welfare Division and the Oregon Governor’s Office of Extraditions.
The case was prosecuted by Polk County Deputy District Attorney Shannon Clausen.
