DALLAS, Ore. — A Polk County Circuit Court judge has found a Dallas man guilty on multiple felony charges stemming from the prolonged sexual abuse of a child under the age of 12, the Polk County District Attorney’s Office announced.
Following a multi-day bench trial, Judge Rafael A. Caso found Philip James Mancuso, 37, of Dallas, guilty on all charges on July 13, 2026.
Mancuso was convicted of four counts of First-Degree Sodomy, two counts of First-Degree Sex Abuse, and one count of Incest. The case was prosecuted by Polk County Deputy District Attorney Shannon Clausen.
According to prosecutors, the investigation began in 2024 after an initial report was made to the Oregon Department of Human Services’ Child Welfare Division. During the investigation, Mancuso was located in Ohio after a Polk County grand jury issued a warrant for his arrest.
Polk County Sheriff’s Office deputies traveled to Ohio to return Mancuso to Oregon, where he stood trial on the charges.
The District Attorney’s Office praised the victim and her family for their courage throughout the investigation and court proceedings. Prosecutors also acknowledged the collaborative efforts of the Dallas Police Department, Polk County Sheriff’s Office, Salem Police Department, the Fairfield County Sheriff’s Office in Ohio, the Oregon Department of Human Services Child Welfare Division, and the Governor’s Office of Extraditions for their roles in the investigation and extradition process.
Mancuso is scheduled to be sentenced in Polk County Circuit Court on July 21, 2026.
