SEASIDE, Ore. — Authorities have identified the man who died following an officer-involved shooting in Seaside on Wednesday evening as Hayes Miles McCloud, 24, of Eatonville, Washington.
According to the Oregon State Police, the incident began at approximately 1:36 p.m. on July 8, when the agency received a Be On the Lookout (BOLO) alert for an adult male driving a silver Toyota 4Runner. The suspect was wanted on homicide charges in Washington state and was believed to be traveling into Oregon.
The Oregon State Police quickly mobilized resources across the state and issued a statewide Attempt to Locate (ATL) to law enforcement agencies.
Just after 5 p.m., investigators received information indicating the suspect may have been on the northern Oregon coast. At approximately 6:19 p.m., officers with the Seaside Police Department located McCloud inside his vehicle on Sunset Boulevard near Greenway Drive in Seaside. Officers from the Gearhart and Cannon Beach police departments responded to assist.
As officers approached the vehicle, authorities said McCloud opened fire on responding officers. Officers from the Gearhart and Cannon Beach police departments returned fire.
Following the exchange of gunfire, McCloud drove away from the scene. A short time later, officers located the vehicle nearby with McCloud deceased inside.
No officers or members of the public were reported injured during the incident.
The officers involved have been placed on administrative leave, consistent with standard protocol following an officer-involved shooting.
Under Oregon’s Senate Bill 111 protocol governing deadly force investigations, the Oregon State Police is leading the investigation with assistance from the Clatsop County Major Crimes Team.
The investigation remains ongoing. Officials said no additional information is being released at this time. Future updates will be provided by the Clatsop County District Attorney’s Office.
