DOUGLAS COUNTY, Ore. — A Roseburg man has been arrested on 120 felony charges after a Douglas County Sheriff’s Office investigation into allegations of long-term sexual abuse involving a juvenile victim.
According to the Douglas County Sheriff’s Office, the investigation began on Sunday, June 28, 2026, after deputies received a report alleging that 57-year-old John Michael Kilby Jr. had sexually abused a juvenile known to him over the course of approximately 11 years.
Investigators allege the abuse began when the victim was about 7 years old and continued until the victim reached approximately 18 years of age. Authorities said the allegations include repeated acts of forcible sexual intercourse and other sexual offenses.
As the investigation progressed, deputies developed probable cause to arrest Kilby. He was taken into custody without incident on Wednesday, July 1, 2026.
Following his arrest, investigators said Kilby admitted to the allegations during an interview.
Kilby was booked into the Douglas County Jail on a total of 120 charges, including:
- 24 counts of First-Degree Rape
- 24 counts of First-Degree Sodomy
- 24 counts of First-Degree Sexual Abuse
- 24 counts of First-Degree Unlawful Sexual Penetration
- 24 counts of Incest
The investigation remains ongoing.
