GRESHAM, Ore. — At the Tuesday, May 19 meeting, the Gresham City Council unanimously approved the employment contract for incoming City Manager Teresa Carr, marking a leadership transition set to take effect later this summer.
Gresham, Oregon Mayor and Councilors voted to confirm Carr’s appointment, with her official start date scheduled for June 22.
Carr brings more than 26 years of continuous public sector experience from the Port of Portland, where she most recently served as Director of Marine and Commercial Development. In that role, she oversaw major aspects of the agency’s maritime and economic development operations.
“After an incredibly competitive process, we are thrilled to have Teresa join the Gresham team,” said Travis Stovall. “Teresa has a proven track record of successful organizational leadership and has called Gresham home for many years. This is a tremendous win for our city.”
Carr will succeed outgoing City Manager Eric Schmidt, who will officially end his tenure on June 30. Schmidt is retiring after more than 28 years of service with the City of Gresham.
City officials said the transition period is intended to ensure continuity in leadership and operations as the city moves into a new administrative chapter.
Gresham, Oregon—one of the state’s largest cities—continues to emphasize long-term planning, infrastructure investment, and community development as it manages ongoing growth and regional change.
