SALEM, Ore. — The Oregon Parks and Recreation Department is inviting public comment and will host a hearing on proposed updates to rules governing the County Opportunity Grant Program.
The program provides financial assistance to counties for acquiring, developing, rehabilitating and planning park and recreation areas that include camping facilities. Officials say the proposed updates are designed to reflect modern practices, improve administrative clarity and align the program with related state and federal grant guidelines.
According to OPRD, the proposed changes would update definitions, formalize administrative processes, and clarify grant application requirements and scoring criteria. The revisions also aim to increase administrative flexibility for managing the program.
Additional updates include the introduction of an emergency procedure rule and a conversion rule intended to establish long-term stewardship requirements. These changes are meant to ensure consistency with other grant programs administered by the department.
The proposed rules were developed with input from a Rule Advisory Committee composed of local government representatives and other stakeholders. The committee reviewed draft versions and provided feedback that helped shape the proposal now open for public review.
OPRD encourages community members and interested parties to participate in the public comment process and attend the upcoming hearing. Details on how to submit comments and participate are expected to be available through the department.
