SALEM, Ore. – The Oregon Public Utility Commission has approved a series of rate adjustments for PacifiCorp residential customers, with the changes taking effect April 1, 2026.
The adjustments stem primarily from PacifiCorp’s annual power cost update, which reconciles projected and actual expenses from 2024. The agreement was reached among commission staff, the utility, and consumer advocacy groups. Additional routine filings—some increasing rates and others lowering them—were also included, resulting in a net increase for customers.
Residential Customer Impact
For most residential customers, monthly bills are expected to rise by about $4.29, or 2.9%. However, impacts will vary depending on energy use.
Customers in Albany will see a slightly higher increase, averaging about $5.64 per month, or 4.1%. That added cost is tied to a city infrastructure project that required relocating power lines underground.
The rate changes were delayed until April 1 under House Bill 3179, also known as the FAIR Act, which prohibits residential rate increases during the winter heating season from Nov. 1 through March 31.
Reasons for the Adjustment
The updated rates reflect changes in key cost factors, including fuel prices, purchased power, and wholesale electricity market activity in 2024. The adjustment also incorporates routine accounting and tax updates.
In addition, the new rates account for investments in renewable energy, including two wind farms that help offset higher-cost power sources. Funding updates for programs run by the Energy Trust of Oregon—which provides incentives for energy efficiency and conservation—were also included.
“Our role is to ensure utility rates reflect the real costs of delivering power safely and reliably,” said Commission Chair Letha Tawney. “As fuel prices, wholesale market conditions, and renewable energy costs shift, we must update rates so they accurately reflect the cost of efficiently maintaining the service customers depend on every day.”

Resources include rebates and efficiency programs through the Energy Trust of Oregon, as well as payment assistance, discount programs, and budget billing options offered by Pacific Power.
