Oregon — Oregon’s U.S. Sen. Jeff Merkley and US Rep. Janelle Bynum are opposing President Donald Trump’s military strikes on Iran that reportedly killed the country’s top leader, arguing the action was carried out without congressional authorization.
Merkley, a senior member of the Senate Foreign Relations Committee, said the Constitution grants Congress — not the president — the authority to declare war. He called the strikes “wrong and unauthorized” and urged the Senate to immediately vote on a War Powers Resolution to restrict further military action without congressional approval.
“The Constitution is clear: Congress has the power to declare war, not the president,” Merkley said. He warned against what he described as another prolonged Middle East conflict and cited the human and financial toll of past wars in Iraq and Afghanistan.
Bynum issued a separate statement expressing concern that the strikes move the United States closer to a broader regional war. She described the action as a violation of constitutional authority and said Congress must act quickly to reassert its role in decisions of war and peace.
Both lawmakers acknowledged Iran’s government has been a destabilizing force in the region, citing support for proxy groups and human rights abuses. However, they said those factors do not grant the executive branch unilateral authority to initiate military conflict.
Merkley and Bynum each said they are praying for the safety of U.S. servicemembers and allies in the region amid the risk of retaliation.
