Multnomah County, OR. — Deputies with the Multnomah County Sheriff’s Office arrested a 28-year-old man Tuesday after he allegedly fought with law enforcement and bit a deputy during an attempted arrest in Troutdale.
According to MCSO, the incident began around 2:41 p.m. on December 2 when Portland’s Bureau of Emergency Communications received a report of an unwanted person on private property in the 200 block of Southwest Cherry Park Road. Deputies contacted the man, identified as Mackenzie Parrish-Civil, and told him he would need a permit if he was conducting door-to-door sales. He was directed to leave and not return.
Roughly three hours later, dispatchers received a second call reporting that Parrish-Civil had come back to the property. The caller told deputies that Parrish-Civil had threatened her husband when he asked him to leave.
Deputies established probable cause to arrest him, but MCSO said Parrish-Civil ran from deputies and refused commands to stop. A perimeter was set to contain him, at which point he allegedly charged a deputy on scene.
After de-escalation attempts were exhausted, a deputy deployed a conductive energy weapon, bringing Parrish-Civil to the ground. While deputies attempted to take him into custody, he allegedly continued to fight and bit a deputy on the hand twice.
Once handcuffed, Parrish-Civil became cooperative. Paramedics evaluated both the injured deputy and the suspect; neither required hospitalization.
Parrish-Civil was booked into the Multnomah County Detention Center on charges including assaulting a public safety officer, resisting arrest, interfering with a peace officer, and menacing.
Authorities noted that all charges are allegations and that Parrish-Civil is presumed innocent unless proven guilty. The sheriff’s office said the information released is based on a preliminary investigation and may change as the case develops.
