Portland, OR. — On Thursday evening, October 23, 2025, the Portland Police Bureau (PPB) activated its Incident Command Team (IMT) to manage ongoing protest activity in the South Waterfront area. The operation was led by a Crowd Management Incident Commander (CMIC) overseeing resources including the Rapid Response Team (RRT) and Dialogue Liaison Officers (DLOs).
DLOs, identifiable by their white shirts, are sworn officers tasked with communicating directly with demonstrators to reduce tensions and maintain order. Portland Fire & Rescue and the Oregon State Police also assisted during the evening.
Officers intervened in several altercations, resulting in two arrests. William C. Napier, 43, of Portland, and Michael S. Stauffer, 47, of Trinidad, Colorado, were booked into the Multnomah County Detention Center on charges of harassment.
According to PPB, 55 arrests have been made to date related to nightly protests in the South Waterfront. The Bureau emphasized that it does not engage in immigration enforcement but remains responsible for maintaining public safety and enforcing Oregon law.
