Eugene, OR. — At approximately 1:54 a.m. on February 5, officers with the Eugene Police Department responded to a report of a man waving a firearm outside OMG Northside Medical Clinic, located at 3915 River Road.
According to police, the man had set up a camp near the clinic’s main entrance and was positioned behind a tarp attached to an exterior post. Multiple Eugene police officers responded to the scene, with assistance from a Lane County Sheriff’s Office K-9 team.
Officers made contact with the individual, later identified as 62-year-old Todd James Ottem, who was argumentative and refused to comply with commands. At the time, officers did not know the location of the reported firearm, and Ottem was wearing a long coat. When instructed to face away from officers, Ottem instead moved his hands toward his waist.
Officers deployed a less-lethal sponge round and a Taser to safely take Ottem into custody. After he was detained, officers located a realistic-looking replica pistol in the tarp area.
Ottem was evaluated at the scene by Eugene Springfield Fire personnel and then transported to the Lane County Jail. He was lodged on charges including Resisting Arrest, Disorderly Conduct in the Second Degree, Criminal Trespass in the Second Degree, Unlawful Possession of Methamphetamine, and an outstanding warrant.
