Portland, OR. — Police arrested three people late Thursday night after multiple fights broke out during a protest outside the U.S. Immigration and Customs Enforcement (ICE) facility in South Portland.
The Portland Police Bureau (PPB) said officers had been monitoring the demonstration throughout the evening of October 2 when they observed several altercations. Around 8:09 p.m., Dialogue Officers reported two men fighting near the driveway of the ICE building. One participant was knocked to the ground but did not require medical attention. Federal law enforcement detained both individuals, though they were later released, and neither chose to file a police report.
The situation escalated later in the night. At about 11:16 p.m., PPB’s Rapid Response Team moved in after witnessing additional fights and arrested three individuals. They were booked into the Multnomah County Detention Center on charges of second-degree disorderly conduct:
- Angela Davis, 49, of Vernonia, Oregon
- Nicholas Sortor, 27, of Washington, D.C.
- Son Mi Yi, 43, of Portland
Police emphasized that while their role includes supporting constitutionally protected protests, they also have a responsibility to intervene when criminal acts occur. “Officers may be seen in a larger group to make targeted arrests for specific crimes committed,” PPB stated in a release. The bureau added that investigations into protest-related crimes may continue after demonstrations, and charges can still be filed later even if arrests are not made on the scene.
PPB reiterated that it does not engage in immigration enforcement, in line with its internal policy, but remains responsible for public safety. An incident command team was activated during Thursday’s demonstration, coordinating Dialogue Liaison Officers, the Rapid Response Team, and the use of a sound truck for public announcements.
Police continue to monitor protest activity near the ICE facility and have warned that additional arrests may occur if violence persists.
