Oregon DEQ issues 11 penalties in April for environmental violations totaling over $1 Million

In April 2024, the Oregon Department of Environmental Quality fined 11 organizations and individuals a total of $1,022,833 for environmental violations. The fines ranged from $1,100 to $727,500. Organizations can appeal within 20 days or fund a project to offset a portion of the penalty. DEQ aims to ensure compliance with environmental laws.

Oregon — Official Release: The Oregon Department of Environmental Quality issued 11 penalties totaling $1,022,833 in April for various environmental violations. A detailed list of violations and resulting penalties is at https://ordeq.org/enforcement. Fines ranged from $1,100 to $727,500. Alleged violations included facilities that failed to submit complete greenhouse gas emissions data reports to DEQ, a food processing facility that operated an unpermitted wastewater lagoon and a utility company that exceeded its plant site emissions limits.

DEQ issued civil penalties to the following organizations and individuals:

  • Asante dba Rogue Valley Medical Center, Medford, $4,440, greenhouse gas
  • Eugene School District 4J, Eugene, $22,256, underground storage tanks
  • Jeld-Wen, Inc., Klamath Falls, $8,200, greenhouse gas
  • Oregon City Christian Church, Oregon City, $15,544, stormwater
  • Oregon Hill Farms, Inc., St. Helens, $73,033, water quality
  • Port of Morrow, Boardman, $727,500, wastewater
  • Portland General Electric, Clatskanie, $145,200, air quality
  • Portland Specialty Baking LLC, Portland, $1,100, air quality
  • Providence Portland Medical Center, Portland, $6,400, greenhouse gas
  • Helens Assets LLC, St. Helens, $14,800, stormwater
  • Veterans Administration Hospital, Roseburg, $4,400, greenhouse gas

Organizations or individuals must either pay the fines to the state treasury or file an appeal within 20 days of receiving notice of the penalty. They may be able to offset a portion of a penalty by funding a supplemental environmental project that improves Oregon’s environment. Learn more about these projects at https://ordeq.org/sep.
