Bend, OR. — U.S. Immigration and Customs Enforcement transferred a man charged in a tractor-trailer crash that killed two newlyweds to Oregon state custody for prosecution, following an earlier county jail release that ICE said disregarded its immigration detainer.

Rajinder Kumar, 32, an Indian national, faces two counts of first-degree manslaughter and three counts of recklessly endangering another person in Deschutes County. The charges stem from a November 2025 crash and remain pending in state court.

ICE’s Enforcement and Removal Operations Seattle office announced the transfer, saying it worked with law enforcement partners to return Kumar to state custody.

“Two Americans lost their lives, and their families deserve accountability. ICE worked closely with law-enforcement partners to ensure Kumar is returned to state custody to answer for the serious charges against him,” said Julio S. Hernandez, acting field office director for ICE ERO Seattle.

According to ICE, U.S. Border Patrol apprehended Kumar near Lukeville, Arizona, on November 28, 2022, after he illegally entered the United States from Mexico. He was subsequently placed in removal proceedings.

Following Kumar’s indictment in Oregon, ICE lodged an immigration detainer with the Deschutes County Jail. The agency said the county released him in April 2026 without honoring that detainer.

ICE officers later located and arrested Kumar on April 22, 2026. The announcement did not specify the date of his subsequent transfer to Oregon custody.

“This coordinated action protects the public, supports the victims’ families, and ensures that an individual accused of these crimes does not evade justice,” Hernandez said.

The agency’s announcement did not identify the newlyweds or provide additional details about the circumstances of the crash. Kumar has been charged, and the allegations against him remain subject to proceedings in Oregon state court.

ICE said it will pursue Kumar’s immigration case consistent with federal law after the state criminal proceedings conclude.
