Three Oregon Men Indicted in Alleged Bank Fraud and Money Laundering Scheme

PORTLAND, Ore. — A federal grand jury in Portland has indicted three Oregon men on charges related to an alleged scheme involving fraudulent and forged checks, federal prosecutors announced Tuesday.

Cody James VanWinkle, 30, of Gresham, also known as “COUNTUPCODY,” Kei-Jian Buckley, 32, of Beaverton, and Bruce Edward Jones Jr., 30, of Eugene, also known as “Juice,” are charged with conspiracy to commit bank fraud, bank fraud and conspiracy to commit money laundering.

VanWinkle and Buckley made their initial appearances and were arraigned Tuesday. Jones made his initial appearance and was arraigned Sept. 24. All three pleaded not guilty.

According to court documents, the defendants allegedly stole or obtained stolen checks and altered the payee information and dollar amounts so the checks could be deposited by them rather than the intended recipients.

Prosecutors allege VanWinkle and Buckley created an LLC called Pacific Swift Logistics, which they described as a sham business used to facilitate the alleged fraud.

VanWinkle, Buckley and Jones, along with people they allegedly recruited, are accused of depositing or transferring the fraudulent checks into bank accounts controlled by the defendants. Prosecutors allege the group then withdrew or transferred the money before financial institutions could identify the transactions as fraudulent and stop the funds from being moved.

According to the indictment, recruits who received money from the fraudulent transactions provided a portion of the proceeds to VanWinkle, Buckley and Jones.

The defendants are scheduled to go to trial Nov. 24, 2026.

U.S. Attorney Scott E. Bradford for the District of Oregon announced the charges. IRS Criminal Investigations is investigating the case, with Assistant U.S. Attorney Peter Sax prosecuting.

An indictment is only an accusation of a crime, and all defendants are presumed innocent unless and until proven guilty in court.
