Oregon — Oregon state Sen. David Brock Smith has been selected for the Council of State Governments’ 2026 Henry Toll Fellowship, a leadership development program for state government officials.
Brock Smith, a Republican from Port Orford, will join 47 other public officials from 32 states and U.S. territories. Participants represent the legislative, executive and judicial branches of state government.
The Council of State Governments selects participants who have demonstrated leadership potential and a commitment to public service and collaboration. The organization describes the fellowship as one of the nation’s leading leadership development programs for state officials.
“The Council of State Governments continues to lead in developing collaborative, bipartisan solutions to the challenges facing our states,” Brock Smith said. “I am grateful for this opportunity to join fellow public servants from across our nation in advancing leadership excellence, strengthening relationships, and bringing home new tools to better serve Oregonians.”
Brock Smith serves as co-chair and state liaison for the CSG West Wildfires and Disaster Preparedness Committee. He said the fellowship could help strengthen interstate partnerships addressing issues ranging from wildfire preparedness and coastal resilience to public safety and economic development.
“As Oregon continues to confront complex issues, from wildfire preparedness and coastal resilience to public safety and economic development, the partnerships fostered through CSG and our work across the nation is invaluable,” Brock Smith said.
The Henry Toll Fellowship was established in 1986 and is named for CSG founder Henry Wolcott Toll. More than 1,400 people have completed the program, including governors, chief justices, legislative leaders and attorneys general.
CSG Executive Director and CEO David Adkins said the fellowship provides participants with relationships, perspectives and skills intended to help them bring people together, solve problems and strengthen public service. Adkins, a former Kansas state senator, completed the fellowship in 1993.
Brock Smith said he looks forward to representing Oregon and working with public officials from across the country.
“Our collaborative efforts for our residents will only strengthen our beloved Oregon and our great United States,” he said.
Brock Smith represents Senate District 1, which includes Curry, Coos and portions of Douglas counties.
