Houston, TX. — A 63-year-old lawful permanent resident has pleaded guilty to illegally voting in the 2020 federal election and falsely claiming to be a U.S. citizen on Texas voting documents.
Ada Ngozi Otuka, a foreign national who lived in Katy, admitted casting a ballot despite being ineligible to vote in federal elections. She also acknowledged falsely claiming U.S. citizenship on her Texas voter registration application and statement of residence.
Federal prosecutors said voting records show Otuka cast ballots in elections held in 2012, 2016, 2018, 2020 and 2024. Her guilty plea specifically includes illegal voting in the 2020 federal election.
Authorities began reviewing Otuka’s voter registration after receiving information that she was not a U.S. citizen. She received a notice in 2025 informing her that her registration status was under examination but did not respond, according to prosecutors.
Later that year, Otuka submitted a naturalization application indicating that she had voted unlawfully.
U.S. District Judge Alfred H. Bennett is scheduled to sentence Otuka on Nov. 5. She faces up to five years in federal prison for falsely claiming U.S. citizenship and up to one year for illegal voting. She could also receive a fine of up to $250,000.
Prosecutors also announced a similar case involving Samuel James Hall, a 50-year-old citizen of the United Kingdom who legally resided in Houston but was not eligible to vote. Hall pleaded guilty in May after admitting that he unlawfully voted in the 2024 federal election.
The FBI’s Houston office, Homeland Security Investigations and the Texas Attorney General’s Office investigated the cases with assistance from U.S. Citizenship and Immigration Services. Assistant U.S. Attorney Liesel Roscher is prosecuting.
