SALEM, Ore. — A 38-year-old Salem man was arrested Sunday evening after allegedly attempting to kidnap a 3-year-old child during an altercation at a park in northeast Salem, according to the Salem Police Department.
Police said officers responded at approximately 5:42 p.m. on June 28 to the 2500 block of Rose Garden Street NE after receiving a report of an attempted kidnapping involving a young child.
Investigators said the incident began while a father was at the park with his 3-year-old son and 10-year-old daughter. According to police, the suspect, identified as Lino Lopez Palafox, allegedly argued with the father and attempted to take the daughter’s bicycle.
During the confrontation, Lopez Palafox allegedly demanded property from the father. When the father refused, investigators said the suspect picked up the 3-year-old child and attempted to leave with him.
The child’s father was able to regain control of his son and prevent the alleged kidnapping before calling 911 to report the incident.
Responding officers quickly located Lopez Palafox in the area and took him into custody without incident.
Lopez Palafox was arrested on a charge of Attempted Kidnapping in the First Degree and lodged at the Marion County Jail.
According to investigators, the victim’s family told officers they did not know Lopez Palafox and had no prior contact with him.
