PORTLAND, Ore. — A Portland man has been sentenced to 30 months in federal prison for assaulting a federal immigration officer during a protest outside a U.S. Immigration and Customs Enforcement (ICE) facility in South Portland.
Robert Jacob Hoopes, 25, was sentenced Wednesday in federal court to two and a half years in prison, followed by three years of supervised release. He was also ordered to pay more than $8,000 in restitution.
The sentence stems from an incident on June 14, 2025, when Hoopes threw a large rock that struck an ICE officer in the head, causing a significant laceration above the officer’s eye, according to court records.
Federal prosecutors said that later the same day, Hoopes and two other individuals used an overturned stop sign as a makeshift battering ram to damage the main entrance of the ICE facility.
U.S. Attorney Scott E. Bradford said the case demonstrates the consequences of violence directed at law enforcement officers.
“Today’s message is clear – violence is not a protest. When you cross the line and assault a federal officer, you will be prosecuted,” Bradford said in a statement. “My office will continue to pursue those who seek to harm our law enforcement partners.”
The investigation was led by the Federal Bureau of Investigation. Acting Special Agent in Charge Matt Torres of the FBI’s Portland office said the agency remains committed to pursuing individuals who use violence during demonstrations.
“The FBI will not stand idly by and allow federal officers to be assaulted by rioters,” Torres said. “We will investigate any perpetrator using violence to express their views and hold them accountable.”
A federal grand jury in Portland indicted Hoopes on Aug. 5, 2025, on charges of aggravated assault on a federal employee with a dangerous weapon and depredation of federal property.
Hoopes later pleaded guilty on Feb. 18, 2026, to aggravated assault on a federal employee with a dangerous weapon.
The case was prosecuted by the United States Attorney’s Office for the District of Oregon following an FBI investigation.
