PORTLAND, Ore. — An Ontario man has been sentenced to more than five years in federal prison for transporting fentanyl from Portland to Malheur County, federal prosecutors announced.
Joe Luis Parras Jr., 43, was sentenced Tuesday to 63 months in federal prison followed by four years of supervised release, according to the U.S. Attorney’s Office for the District of Oregon.
Court records show that investigators with the High Desert Drug Task Force (HDDTF) received information in May 2025 that Parras would be traveling from Portland to Malheur County carrying a supply of fentanyl. Oregon State Police later stopped Parras based on an active warrant and took him into custody.
Following his arrest, investigators obtained a search warrant and searched the vehicle, where they discovered more than 200 grams of powdered fentanyl. Authorities also seized methamphetamine and additional fentanyl from Parras during the arrest.
A federal grand jury in Portland indicted Parras on Dec. 9, 2025, charging him with possession with intent to distribute fentanyl. He pleaded guilty to the charge on March 10, 2026.
The case was investigated by the High Desert Drug Task Force and prosecuted by Assistant U.S. Attorney Paul Maloney.
The HDDTF is a multi-jurisdictional narcotics task force focused on identifying, disrupting and dismantling local, interstate and international drug trafficking organizations through intelligence-driven investigations and coordinated prosecution efforts.
The task force is supported by the Oregon-Idaho High Intensity Drug Trafficking Area (HIDTA) program and includes personnel from numerous local, state and federal agencies, including the Oregon State Police, Malheur County Sheriff’s Office, Federal Bureau of Investigation, Drug Enforcement Administration, Homeland Security Investigations, Bureau of Alcohol, Tobacco, Firearms and Explosives, and several law enforcement agencies in Oregon and Idaho.
The Oregon-Idaho HIDTA program, sponsored by the Office of National Drug Control Policy, provides funding and coordination for regional drug enforcement initiatives, including the High Desert Drug Task Force.
