HILLSBORO, Ore. — On April 29, 2026, Washington County Circuit Court Judge Janelle Wipper sentenced Phillip Michael Donald Hubbard, 46, to nine years in prison following his conviction on domestic violence assault charges. The case was prosecuted by Deputy District Attorney Mackenna Krohn.
The conviction stems from a September 7, 2025 incident at a Beaverton hotel, where a neighbor reported hearing a woman screaming for help and contacted law enforcement. Officers responding to the scene spoke with the victim and observed deep scratches on her cheeks. The woman initially told police she had injured herself after becoming upset with Hubbard, with whom she was in a relationship at the time.
Several days later, however, the victim contacted authorities again and recanted her earlier statement, reporting that she had been coerced into lying. She told investigators that Hubbard had assaulted her by dragging her back into the room and covering her mouth with his hand. She also reported that the incident was not isolated, alleging a prior history of physical abuse.
Prosecutors noted this was the fourth felony domestic violence case in Hubbard’s criminal history, and that the victim in this case is the third intimate partner he has been found to have violently assaulted.
The Washington County District Attorney’s Office praised the victim for coming forward and reaffirmed its commitment to prosecuting domestic violence cases. Officials also recognized the work of the Beaverton Police Department in responding to and investigating the case.
The court record indicates Hubbard will be transferred to the Oregon Department of Corrections to serve his sentence.
Authorities also reminded the public that support is available for individuals in unsafe or abusive relationships. Resources such as the Family Peace Center of Washington County provide assistance, safety planning, and advocacy for survivors.
