NEWPORT, Ore. — Two Newport residents were arrested Tuesday following an investigation into alleged illegal activity at a local massage business, according to the Newport Police Department.
On May 5, 2026, officers served search warrants at Amazing Lotus Spa, located at 831 NE Avery Street, as well as a residence in the 200 block of NE 8th Street.
The warrants stemmed from an investigation that began in March 2026, after authorities received information that the business was advertising on a well-known prostitution and adult escort website, allegedly suggesting commercial sex acts were being offered at the spa.
During the course of the investigation, officers conducted surveillance at the business and reported observing activity inconsistent with typical operations of a legitimate massage establishment. Based on those findings, investigators obtained a search warrant, which was later authorized by a court.
While executing the warrant at Amazing Lotus Spa, investigators reported finding evidence that massage services were being provided without the required massage therapist licensing.
At the NE 8th Street residence, officers located large amounts of cash along with additional evidence related to services allegedly offered at the spa beyond unlicensed massage activity.
As a result of the investigation, Jia Hui, 63, and Bing Li, 67, both of Newport, were arrested and lodged at the Lincoln County Jail. They face charges of prostitution and practicing massage without a valid massage therapist license.
The Newport Police Department was assisted in the investigation by the Oregon Department of Justice, Lincoln City Police Department, and Tillamook Police Department.
