GRANTS PASS, Ore. (April 15, 2026) — A six-week, multi-agency drug investigation spanning southern Oregon and northern California has resulted in multiple arrests and the seizure of large quantities of illegal drugs, firearms, and cash, authorities said.
The investigation, led by the Rogue Area Drug Enforcement (RADE) team in partnership with the Drug Enforcement Administration in Medford, concluded Friday, April 10, with the execution of four residential search warrants—three in Wolf Creek, Oregon, and one in Corning, California.
Additional participating agencies included Oregon State Police (SWAT, Patrol, and Major Crimes), Grants Pass Police Department (SWAT), Jackson County Sheriff’s Office, and the California Highway Patrol (Northern Division).
Investigators identified a drug trafficking organization operating out of Wolf Creek that was being supplied with methamphetamine from Corning, California.
On April 8, a key development in the case occurred when law enforcement conducted a traffic stop on 39-year-old Marshall Clifford De La Garza. Authorities say he was transporting approximately 90 pounds of methamphetamine from Corning to Josephine County.
Search warrants served at three Wolf Creek residences led to the seizure of multiple firearms and a Harley-Davidson motorcycle. Three suspects—Johnny Dean Davis Jr., 43; Daniel Cody Green, 44; and Stephen Ray Higgins, 56—were arrested and lodged at the Josephine County Jail. All three face multiple charges, including racketeering, delivery of methamphetamine, and possession of methamphetamine.
In Corning, California, 53-year-old Jesus Fernando Vega was arrested by the California Highway Patrol. A search of his residence yielded approximately 58 pounds of methamphetamine, 6 kilograms of cocaine, $227,752 in cash, and several firearms, including a stolen pistol, a revolver, a hunting rifle, and a MAC-10-style machine gun.
Officials said the RADE team is a multi-jurisdictional narcotics task force focused on identifying, disrupting, and dismantling drug trafficking organizations at the local, multi-state, and international levels through intelligence-driven operations.
RADE is supported by the Oregon-Idaho High Intensity Drug Trafficking Area (HIDTA), a program sponsored by the Office of National Drug Control Policy that provides coordination and funding for multi-agency drug enforcement efforts.
