Union County Commissioner Matt Scarfo and former Commissioner Donna Beverage served on Union County’s governing body together from 2019-2025. Beverage was elected the year that voters enacted term limits, and ended her tenure after her statutory two terms were completed.
In August 2025, the Circuit Court in Union County ruled the term limits measure in violation of the Oregon Constitution. Commissioner Scarfo announced his third campaign for Commissioner Position 2 on September 11, initially drawing just one challenger, Rosa Rice.

On February 28, 2026, Donna Beverage also announced that she is running for Commissioner Position 2:
I have signed up to run for Union County Commissioner Position 2. As a past Commissioner I have worked with many of you on numerous issues throughout the years. I feel I still have more to give and want to represent the People of Union County again. My promises will be the same, make sure that don’t waste your hard earned money, listen to all sides of an issue before making a decision and working for ALL of Union County! Position 1 Commissioner Paul Anderes is not seeking another term. Oregon Trail Electric Cooperative board member Corey Miller is the only candidate who has filed to succeed Commissioner Anderes. Beverage has released no public statement about why she is running against her former colleague rather than the open seat.
