Representative Gregory Smith (R-Heppner) delivered a remonstrance regarding HB 4145 and SB 1599.
House Bill 4145 modifies the firearm permitting process of Ballot Measure 114 (2022). This legislation is diametrically opposed by gun owners across the state as well as by the National Rifle Association.
Senate Bill 1599 moves the Gas Tax Petition from the November General Election to the May Primary. This would be in direct opposition to the intent of the petition, which explicitly stated that it would be voted on the November 2026 ballot.
On the House Floor, Representative Smith stated, “I rise in exasperation, that tomorrow’s legislative agenda is going to have items on it that we are going to debate, deliberate, and vote on. I will not participate. Those two items on tomorrow’s agenda have already been discussed, and the citizens of Oregon have given us direction. I plan to follow through on their direction.”
In reference to Representative Smith’s remonstrance, Representative Mark Owens (R-Crane) stated, “This is why I appreciate Representative Smith. He is thoughtful and will stick up for our Second Amendment rights, no matter the cost.”
