West Linn, OR. — The City of West Linn has appointed Oddis Rollins as its next Chief of Police, promoting from within following a selection process led by City Manager John Williams.
Rollins brings more than 21 years of law enforcement experience to the role. He spent a decade as a police officer and detective with the Tigard Police Department before joining the West Linn Police Department as a sergeant in January 2015. He was promoted to police captain in August 2018 and has served as interim chief since November 2025, following the retirement of former Chief Peter Mahuna.
“Over the past several years, I’ve had the opportunity to work closely with Oddis on a wide range of complex and important issues,” Williams said. “He brings deep professional knowledge, demonstrated operational expertise, and a clear commitment to ethical leadership.”
City officials said Rollins’ appointment reflects the department’s strong internal leadership pipeline and commitment to continuity. Williams noted that promoting from within helps preserve organizational momentum and reinforces the culture of professionalism within the department.
Rollins said he is honored by the appointment and looks forward to continuing to serve the community. “I am proud to stand alongside a talented, professional, and dedicated team that selflessly serves our community every day,” he said.
Community members are invited to attend a public introduction with Chief Rollins on Tuesday, Feb. 18, at 6 p.m. at the West Linn Public Library Main Reading Room. A formal swearing-in ceremony is scheduled for Wednesday, Feb. 25, at 1 p.m., at the same location. The public is welcome to attend both events.
