Clackamas County, OR. — Kenneth Green, 57, of St. Helens, was sentenced Tuesday to more than 12 years in federal prison for ordering live-streamed child sexual abuse and traveling overseas to engage in illicit sexual activity while employed as a firefighter with the Lake Oswego Fire Department.
A federal judge sentenced Green to 151 months in prison followed by a lifetime of supervised release. He was also ordered to pay a $50,000 special assessment under the Amy, Vicky, and Andy Child Pornography Victim Assistance Act of 2018.
According to court documents, between 2017 and 2019, Green paid for and received live-streamed shows depicting the sexual abuse and exploitation of children in the Philippines. Prosecutors said Green provided child sex traffickers with specific instructions during the broadcasts and received child sexual abuse material from them. A search of Green’s residence revealed additional communications with traffickers.
In 2019, Green spent months coordinating with a trafficker in advance of traveling to the Philippines, discussing travel plans, lodging, and the sexual abuse of children ranging in age from 9 to 17. In November 2019, he traveled to the Philippines intending to engage in illicit sexual conduct with minors, though he later claimed illness prevented him from meeting the trafficker.
A federal grand jury in Portland indicted Green on February 7, 2024, charging him with sexual exploitation of children, receiving child pornography, interstate travel with intent to engage in illicit sexual activity, and attempted foreign sex tourism. On October 24, 2025, Green pleaded guilty to sexual exploitation of children and interstate travel with intent to engage in illicit sexual activity.
The case was investigated by Homeland Security Investigations and prosecuted by Assistant U.S. Attorneys Eliza Carmen Rodriguez and Charlotte Kelley. Authorities said the case was brought in collaboration with Project Safe Childhood, a nationwide effort led by the Department of Justice to combat child sexual exploitation and abuse.
