Portland, OR. — Portland District 1 Councilors Candace Avalos, Jamie Dunphy, and Loretta Smith issued a joint statement Tuesday condemning federal immigration enforcement after two people were shot and injured by agents in the Hazelwood neighborhood.
In the statement, the councilors said the shooting occurred just one day after an ICE agent fatally shot a mother in Minneapolis, arguing the incidents reflect a broader pattern of violence linked to federal immigration enforcement.
“Today ICE shot two of our East Portland neighbors,” the councilors said. “We are still waiting for more information at this time, but this is part of a pattern of violence that we have seen too many times across our country.”
The councilors asserted that the presence of U.S. Immigration and Customs Enforcement in local communities undermines public safety rather than enhancing it, accusing agents of harassment, unlawful targeting, and excessive use of force. They described the Hazelwood shooting as unconstitutional and criminal, and warned that federal authorities would attempt to justify the incident, as they have in previous enforcement actions.

“This federal government is going to spin the story like they do every time one of their agents hurts a community member,” the statement said, urging residents to continue speaking out and documenting encounters with federal agents.
Representing East Portland, the councilors said they remain united in opposing what they described as aggressive immigration enforcement and federal overreach, and called on officials at all levels of government to take similar positions to protect local communities.
The statement also thanked first responders for their swift response to the shooting and expressed support for the two victims and their families. The councilors said their offices would release additional information as it becomes available.
The incident occurred in the Hazelwood neighborhood of Portland, an area that has previously been at the center of debates over federal law enforcement activity in East Portland.
