Keizer, OR. — Keizer Police have arrested three suspects in connection with a targeted home-invasion robbery and shooting that critically injured a 20-year-old man in late October.
At approximately 9:41 p.m. on Friday, October 24, 2025, Keizer Police officers responded to reports of a man suffering from a gunshot wound to the chest in the area of McGee Court NE. The victim, later identified as Landon Ostrom, 20, ran to nearby homes seeking help after being shot inside his apartment.
Ostrom told officers he was robbed and shot by three suspects—two males and one female—who were all armed with firearms. Police said the suspects stole the victim’s firearms and other personal property before fleeing the scene. Neighbors and responding officers rendered emergency aid until Ostrom was transported to a hospital, where he survived despite life-threatening injuries.
Keizer Police detectives began investigating the case immediately, working for weeks to gather evidence and serve multiple subpoenas and search warrants. The investigation was supported by analysts from the FBI and the Oregon Department of Justice, and involved surveillance and evidence collection across multiple counties.
Detectives eventually traced the suspects to Eugene, where investigators determined the robbery was a targeted attack involving prior knowledge of the victim and his possessions.
On December 12, 2025, Keizer Police detectives and patrol officers, assisted by Salem Police and the Eugene Police Department—including SWAT—executed apprehension and search warrants at multiple locations. Three suspects were taken into custody, and one firearm was seized during the operation.
The suspects were identified as Daniel Tijerina, 20, and Romeo Luna, 20, both of Eugene, who were charged with Attempted Murder, Robbery in the First Degree, Unlawful Use of a Weapon, and Menacing. A third suspect, 19-year-old Franki Salyers-Livingston of Eugene, was charged with Attempted Murder, Robbery in the First Degree, Unlawful Use of a Weapon, Menacing, and Assault in the First Degree.
All three were transported to the Keizer Police Department and later lodged at the Marion County Correctional Facility. The investigation remains ongoing, and police are asking anyone with information related to the case to contact the Keizer Police Department Criminal Investigations Division.
