Portland, OR. — The Portland Police Bureau on Monday announced murder charges in the death of a 15-day-old infant who died from injuries investigators determined were intentionally inflicted earlier this year.
On May 4, 2025, detectives with PPB’s Child Abuse Team were notified that an infant, Arlo Darnielle-Arroyo, had been brought to a local hospital with life-threatening injuries considered suspicious in nature. Despite medical intervention, Arlo died four days later on May 8. The Medical Examiner later ruled the cause of death as homicide by blunt-force trauma.
Following the infant’s death, the case was transferred to the Bureau’s Homicide Unit. After several months of investigation, the Multnomah County District Attorney’s Office in November presented evidence to a Grand Jury. Jurors returned an indictment charging the infant’s parent, 38-year-old Felipe Arroyo Jr. of Portland, with three counts of Murder in the Second Degree, Assault in the First Degree, two counts of Criminal Mistreatment in the First Degree, two counts of Attempted Coercion, and Witness Tampering.
On Monday, December 8, 2025, the U.S. Marshals Fugitive Task Force located and arrested Arroyo. He was transported to the Multnomah County Detention Center and lodged on all charges.
Investigators are asking anyone with additional information who has not yet spoken with police to contact homicidetips@police.portlandoregon.gov or call 503-823-0479, referencing case number 25-116240.
This case will be counted as Portland’s 13th homicide of 2025, bringing the citywide total to 45 so far this year.
