Oregon — The Oregon Lottery will return more than $887 million to the state for the 2025 fiscal year, according to figures released Tuesday. While the contribution remains one of the largest in Lottery history, it represents a decrease of roughly $60 million from the previous year, due largely to one-time administrative savings in 2024 that were not available again. The transfer total also includes $9 million in unclaimed prizes, which must be returned to the state.
Oregon Lottery proceeds fund some of the state’s most visible public services, including state parks and natural habitat programs, public schools, veterans’ services, Outdoor School, and statewide economic development initiatives. All Lottery operations are self-funded through sales of games rather than tax dollars, and revenue allocations are set by voters and the Oregon Legislature.
“Playing Oregon Lottery games helps fund critical Oregon programs,” said Lottery Director Mike Wells. “Wins don’t just benefit players, they also boost local retailers and contribute directly to local communities.”
Oregon saw 12 players win prizes of $1 million or more this year, including four Powerball winners and four Oregon Megabucks jackpots. In total, Lottery players collected nearly $15.9 billion in payouts, with prizes representing about 92% of all Lottery dollars played.
The Lottery’s retailer network also benefitted, with 3,800 retailers statewide earning $306 million in sales commissions, income that supports many small businesses across Oregon.
The agency also highlighted its continued recognition for responsible gambling practices. Since 2016, the Oregon Lottery has maintained the highest level of accreditation from both the National Association of State and Provincial Lotteries/National Council on Problem Gambling and the World Lottery Association’s Responsible Gambling programs, placing Oregon among only 11 U.S. lotteries to hold that distinction.
The Lottery’s fiscal year runs from July 1, 2024, through June 30, 2025. A final audited report will be posted on the Oregon Lottery website under “Proceeds and Financials.”
