Oregon — The U.S. Department of Homeland Security announced that U.S. Immigration and Customs Enforcement has lodged an arrest detainer for a man charged in a fatal crash that killed two people in Deschutes County, Oregon.
According to DHS and local reports, the crash occurred on November 24, 2025, when Rajinder Kumar, a 39-year-old Indian national, jackknifed his semi-truck and trailer, blocking both lanes of U.S. Highway 20. A Subaru Outback then collided with the truck, resulting in the deaths of the driver, William Micah Carter, and passenger, Jennifer Lynn Lower.
Kumar, who DHS says entered the United States illegally near Lukeville, Arizona in 2022, was later granted work authorization in 2023 and obtained a commercial driver’s license in California. He is currently held at the Deschutes County Jail on charges of criminally negligent homicide and reckless endangering.
Because Oregon law limits cooperation with federal immigration enforcement, ICE stated it will take steps to assume custody if Kumar is released from local detention.
DHS officials referenced several other recent cases in which ICE lodged detainers or made arrests involving commercial drivers who were unlawfully present in the United States. The agency said its enforcement efforts aim to prevent additional crashes caused by unlicensed or unauthorized drivers.
