Oregon — The Oregon Secretary of State’s Office is inviting public comment on proposed updates to the administrative rules governing the Oregon Motor Voter (OMV) program, the state’s automatic voter registration system run through the Department of Transportation’s Driver and Motor Vehicle Services Division.
The revisions follow a months-long review by a Rules Advisory Committee (RAC), convened from September through November, which examined current OMV rules and incorporated findings from an independent Baker Tilly audit. That audit identified technical and clerical errors in the registration process and recommended system improvements. Information can be found on the SOS website.
“Oregonians’ confidence in our elections and the safety of vulnerable communities depends on us getting the automatic voter registration process right,” Secretary of State Tobias Read said. “By addressing the technical and clerical errors previously found in the OMV program, we’re building a stronger, more secure, and more vigilant system worthy of every Oregonian’s trust.”
The RAC included elections officials, DMV staff, county clerks, and immigration experts. With its review now complete, the Secretary of State’s Office is encouraging members of the public to weigh in on the proposed rule changes.
There are two options to submit comment. A 30-minute virtual public hearing will be held Tuesday, January 6, 2026, at 11:30 a.m., with meeting details to be posted on the Secretary of State’s rulemaking page. Written comments may also be submitted by email to RAC_OMV.SOS@sos.oregon.gov until 5:00 p.m. on Tuesday, January 13, 2026.
