Madras, OR. — The City of Madras has taken a major step forward in expanding local recreation opportunities with City Council’s approval of a Construction Services Agreement with Rickabaugh Construction, LLC for Phase One of the Hoffman Park development. The decision advances a long-planned project that will bring new amenities, open space, and community features to southeast Madras.
Phase One covers two adjacent 3-acre parcels along 10th Street south of J Street. Planned improvements include site grading and paving, concrete sidewalks and curbs, new landscaping and lighting, a restroom facility, picnic shelter, a designated dog park, and a nature walking path with open-space features.
City officials noted that Hoffman Park aligns with the 2025–26 Strategic Goals by improving livability, strengthening city parks infrastructure, and meeting community priorities identified in recent planning efforts. Residents consistently emphasized the need for better trail connections, family-friendly recreation options, and safe outdoor spaces in growing neighborhoods.
By developing this new park land, the City aims to create a more connected and vibrant community—offering places for families to gather, children to play, and residents to enjoy outdoor recreation close to home.
The project attracted strong interest during the competitive bidding process, with seven contractors submitting proposals. Rickabaugh Construction submitted the lowest responsive bid at $1,742,937.15. The City has allocated $2,095,000 for Phase One through a combination of:
- $200,000 in ARPA funds
- $750,000 Oregon Parks & Recreation Department grant
- $131,055 Transportation Operations Fund
- $1,015,945 in System Development Charges (Parks, Transportation, Wastewater, Stormwater)
Construction is slated to begin in 2026, with progress updates to be shared as work moves forward.
