Union County, OR. — A Union man is dead and his father is in the Union County jail facing a charge of second-degree murder after a series of early-morning disturbances at a home in Union.
According to the Union County Sheriff’s Office, the first call came in around 1:30 a.m. reporting a disturbance at the residence. The caller later asked deputies not to respond, saying law enforcement would “only agitate the situation.” A deputy arrived anyway and saw father and son—identified as Richard and Tynan Frank—outside the home. The deputy observed no crime or escalation but remained nearby for roughly 30 minutes to monitor the situation.
At 3:15 a.m., a Union resident reported hearing gunshots. Around the same time, the original caller again reported a disturbance but still requested no immediate response, saying they would check on the situation themselves. Additional reports of gunfire then came in, prompting deputies to return to the area.
When deputies arrived, they found 39-year-old Tynan Frank dead from a gunshot wound outside the home.
The Major Crimes Team was activated, bringing in investigators from the Union County Sheriff’s Office, the District Attorney’s Office, Oregon State Police, and La Grande Police Department. Detectives took Richard Frank to the sheriff’s office, where he agreed to be interviewed.
Following multiple interviews, investigators arrested and booked Richard Frank on a charge of second-degree murder.
