Salem launches temporary lien forgiveness program to help property owners clear code violations
Salem will forgive unpaid penalties and derelict-structure fees for property owners who correct all code violations by June 30, 2026, under a new temporary program.
Salem, OR. — Property owners facing long-standing code enforcement liens now have a new opportunity to restore their properties without the burden of unpaid penalties. Salem has launched a Lien Forgiveness Program, offering to wipe out civil penalties and derelict structure fees for participants who fully resolve their Property Maintenance Code violations by June 30, 2026.
The program, which began November 10, 2025, is designed to encourage voluntary correction of public nuisances such as trash accumulation, vandalized or unsafe buildings, and other maintenance issues. In exchange for completing necessary repairs or cleanup, the City will forgive qualifying liens.
“This new program has been created to help property owners alleviate the financial burden of liens for distressed properties and reduces barriers for property transfers and property rehabilitation; benefiting the property owner and the community,” said Mitch Nickolds, Salem’s Compliance Services Manager and designated Health Officer.
According to the City, Salem currently has 321 liens totaling $810,104, and 72 properties are eligible for forgiveness. Officials expect the program to reduce inspection time and the ongoing costs associated with monitoring unresolved violations.
