Vancouver, WA. — The Clark County Sheriff’s Office announced three arrests connected to the October 26 murder of 40-year-old Jacob Hall during an attempted vehicle robbery in Vancouver.
Detectives with the Major Crimes Unit (MCU) developed probable cause and secured warrants for three suspects on charges of Murder in the First Degree.
On October 30, 2025, Tyresse Hammer, 24, of Beaverton, was arrested in Woodburn, Oregon, with assistance from the U.S. Marshals Service Pacific Northwest Violent Offender Task Force (USMS PNVOTF) and the Woodburn Police Department. Hammer was booked into the Marion County Jail and is awaiting extradition to Clark County.
On November 5, Cristian Russell, 22, of Hillsboro, and Lucy Montoya, 23, of Scappoose, were also arrested with help from the USMS PNVOTF and Hillsboro Police Department. Both were booked into the Washington County Jail pending extradition.
Investigators allege that Hammer, Russell, and Montoya planned to commit an armed robbery and steal a Dodge Challenger Hellcat parked at an apartment complex at 9413 NE 19th Avenue in Vancouver. During the attempt, Hall was fatally shot. The suspects fled in Montoya’s red Lexus sedan, which was later recovered in Multnomah County, Oregon.
