Portland, OR. — On the evening of November 1, 2025, the Portland Police Bureau (PPB) activated its Incident Command Team, overseen by a Crowd Management Incident Commander coordinating multiple units including the Rapid Response Team and Dialogue Liaison Officers. The liaison officers, identifiable by white uniforms, are sworn officers tasked with maintaining communication between police and demonstrators. Oregon State Police and Portland Fire & Rescue also assisted.
Two individuals were arrested during the evening near the ICE facility. Gabriel T. Lyons, 23, was booked into the Multnomah County Detention Center on charges of second-degree disorderly conduct and a probation violation. Deeq M. Adan, 31, of Austin, Texas, was cited for second-degree disorderly conduct and released with a requirement to appear in court.
This brings the total number of arrests connected to nightly protests in the South Waterfront area to 63.
PPB emphasized that while it does not engage in immigration enforcement under Directive 810.10, it remains responsible for enforcing state laws and ensuring public safety. The bureau continues to monitor protest activity, noting that arrests may occur later as investigations proceed.
