Washington, D.C. — On October 29, 2025, the U.S. Marshals Service Capital Area Regional Fugitive Task Force (CARFTF), working with the D.C. Safe and Beautiful Task Force, arrested Naqwan Lucas, 18, the final suspect in the June 30 shooting death of congressional intern Eric Tarpinian-Jachym in Northwest Washington.
Two other suspects, Lucas’s brother Jailen Lucas and Kelvin Thomas, were arrested on September 5. Investigators believe the three were involved in an altercation that escalated into gunfire, killing Tarpinian-Jachym, 21, an intern for Representative Ron Estes (R-Kan.) from Granby, Massachusetts. Authorities said he was not the intended target.
Lucas was also wanted in connection with a July 4, 2025, homicide in which a 17-year-old girl was fatally shot on Benning Road NE.
Investigators located Lucas at a residence in Montgomery Village, Maryland. When officers identified him and announced their presence, Lucas attempted to escape by jumping out a window but was apprehended after being bitten by a tactical K-9. He was treated for minor injuries and transported to the D.C. Metropolitan Police Department Homicide Branch for processing.
“This arrest shows the relentless dedication we have to investigate and apprehend the most violent, dangerous fugitives,” said U.S. Marshals Service Director Gadyaces S. Serralta.
