Portland, OR. — The Portland Police Bureau (PPB) activated an Incident Command Team on Sunday evening to oversee protest activity in the South Waterfront area. The operation, led by a Crowd Management Incident Commander (CMIC), coordinated multiple resources including Dialogue Liaison Officers (DLOs), the Rapid Response Team (RRT), the Air Support Unit (ASU), and the PPB Sound Truck.
According to PPB, officers observed no person or property crimes that warranted intervention, and no arrests were made during the demonstration. To date, a total of 53 arrests have been made in connection with nightly protests in the South Waterfront area.
DLOs, identifiable by their white uniform shirts, serve as non-enforcement liaisons between police and demonstrators to promote communication and de-escalation. PPB expressed appreciation for the assistance of Portland Fire & Rescue during the evening’s events.
The bureau reiterated that it does not engage in immigration enforcement, as stated in Directive 810.10, but remains responsible for maintaining public safety and enforcing state laws. Chief Day’s letter to the community and a related FAQ on immigration policy are available on PPB’s website.
PPB will continue monitoring protest activity, noting that while no arrests were made Sunday, targeted arrests or follow-up investigations may occur when specific criminal acts are identified.
