Clackamas County, OR. — Official Release: A large-scale retail crime mission on Thursday, September 4, 2025, led to 29 arrests and the recovery of more than $3,500 in stolen merchandise. The Clackamas County Sheriff’s Office coordinated the effort in partnership with agencies from Clackamas and Multnomah Counties.
For this mission, CCSO focused on retailers at Clackamas Town Center, Clackamas Promenade, and additional retailers along SE 82nd Ave. in unincorporated Clackamas County.
During the 10-hour operation, law enforcement contacted individuals suspected of theft and other crimes as they exited stores, along with others believed to be involved in criminal activity in the area. The mission resulted in 29 arrests on a variety of charges and the clearance of 17 outstanding arrest warrants.
Several arrestees had prior theft-related warrants from Clackamas, Multnomah, and Washington Counties. One person had committed several thefts from the same retailer in the days prior to being captured on Thursday. That individual was believed to be stealing merchandise for later resale and provided information regarding an active fencing operation in the Portland metro area.
Others arrested were found to be in possession of methamphetamine and fentanyl. One individual was identified as a registered sex offender who was out of compliance with the Oregon State Police’s Sex Offender Registry (SOR).
The mission was a coordinated effort involving patrol deputies and detectives from the Clackamas County Sheriff’s Office, in collaboration with officers, investigators, and deputy district attorneys from the Clackamas County District Attorney’s Office, Canby Police Department, Milwaukie Police Department, Oregon City Police Department, Portland Police Bureau, Sandy Police Department, and the West Linn Police Department. Deputies from the Clackamas County Jail and Sheriff’s Office Property & Evidence Technicians played a key role in processing the numerous arrests and recovered items. A technician from the Sheriff’s Office Records Unit ensured incident reports and evidence were shared with the District Attorney’s Office. Clackamas 911 (CCOM) supported the mission by providing mobile dispatch services.
Thursday’s mission was funded in part by the Organized Retail Theft (ORT) Grant Program, created by Oregon Senate Bill 900 (2023) and administered by the Oregon Criminal Justice Commission. The Clackamas County Sheriff’s Office was awarded funds for FY2024-25, which helps fund staffing and equipment for law enforcement missions and other efforts to combat organized retail theft and hold those offenders accountable.
Since 2022, the Clackamas County Sheriff’s Office has partnered with businesses and law enforcement agencies to combat retail theft through similar missions. Additional missions throughout Clackamas County are planned for the future.
